I've gotten past the first "boss" and I like the game very much. I've been taking it very slow through every area making sure to pick everything up, listening to the diaries, etc.
I like the respawn personally. For the most part the splicers stay confined to the area they spawned in so you generally don't have to worry about them respawning and coming to find you. Sometimes I've even ran past them. I like that they respawn because (spoiler if you haven't played any of the game at all) it adds to the feeling that they are roaming Rapture seeking Adams as they are addicted.
I'm trying to explore every inch of the map, even places you don't need to go to finish the game. Upon learning of the first boss I was thinking, "meh" but slowly listening to every audio diary along the way distorted my perception of him which increased my tension as I got further and further in. I wasn't disappointed.
I think the people had worked on multi-player but decided it was crap/nothing new so they turned their resources solely to the single player portion. Making a co-op campaign may have been cool but a vs multiplayer... unless it brought something new and crazy it might've just been a tacked on addition that never got played. It's nice to have all single player achievements too for a change.
