Having played around with my iPadOS 13.2 I‘ve managed to get all but the Amazon App to remember exactly where I was last using the App.
YouTube now successfully keeps the last video and place within the video in memory which for me is a biggee.
All I had to do was close a few (literally) tabs in Safari. I had 15 tabs open... So, close one down and the problem was still there, close another and it’s still there.... Close a third leaving 12 tabs open and BINGO YouTube remembered where I was.
So, with practically everything else now working correctly it would seem the Amazon App has some memory management issues!
 
Trending downward? I don't know. It always seems like Macrumors has no shortage of problems to report, and people willing to threaten quitting Apple over them. Just look at this list. I remember so many of these. (I guess people, generally, don't?) Software is buggy, and some people are lucky enough for the bugs not to impact them.

But… honestly, I just people are upset and want to vent, and they'll forget/reframe the entire history of software development just so they can vent without pause.
It would be difficult to objectively measure such a thing. But I've been using Apple since the Centris 610, and I am a programmer/developer, and I use Apple today because I want hardware I can depend upon and get out of the way. And in my opinion Apple's quality control in terms of bugs and fixing bugs is going downhill and has hit a marked low with this last round of major updates. This is the first time, since the initial release of OS X (understandable given the milestone that operating system represented), that I have been wholly apprehensive and cautious to stay well behind the upgrade curve. Not only that, I feel rewarded for it, when I see bugs like the background app memory management issue that crept into iOS 13.2.

I have this problem, too. I open safari to check something. Lock the device. When I open my ipad again Safari reloads!!

Have you installed iOS 13.2.2 that was released earlier today?
 
Now let us never install another update as soon as it was released again....
I didn't pludge this release either. Waited for a day to make sure there were no more major horror stories. Will never pludge again.

Still haven't upgraded to Catalina. Will probably hold out until the next release. Not willing to risk my email or anything else to that dumpster fire.

I’ve not dared Catalina either yet. I’d like someone to state that the email bug is fixed.
 
Is this still happening to anybody even after 13.2.2?!

It’s still happening on my iPad Pro. And I dare say it was not happening to me before this one update.
 
36hrs after my update the problem returned on my XS.
Tried closing all apps and reboot. Problem persists.
Lets wait for 13.2.3 update

13.5.1 on iPhone 11 Pro Max and it is really bad. Very frustrating.

I would upgrade to 13.6 if you're already at 13.5.1. If that doesn't fix it, I recommend a Reset, or even a Restore with iTunes.
 
Thank you MartyvH. I hadn't gotten a notification that 13.6 was available. Updating right now.
