Success then for you ! But check again to be sure if your contacts are back on syncing with iCloud , and then from your data menu to open them for using data , then close your wifi and check again after 10 minutes.. if it is ok then we have a winner !!

I upgraded from version 15.7.1 to 16.1.2 via OTA. No problem for 3-4 hours. I hope it's fixed. My advice is to install with 15.6 RC dfu. then update from 15.7.1 to 16.1.2 respectively. this way there is no problem. contacts are synchronized. I will install 16.1.2 with a clean install tonight. If there is a problem, I will stop using icloud now. thank you.

OK, seems this fixed it for me:
1. Turned icloud sync for contacts off.
2. And also turned off mobile data for contacts (not sure this is also needed).

I today turned iCloud sync for contacts back ON to see if Apple fixed something on their end.
So far so good.
At least for the last couple hours there was no battery drain.
Keeping fingers crossed.
Maybe worth a try for everyone who also turned it off...

Apple help contact me yesterday and told me that my issue is reported as a problem of iOS 16 and they accepted that there is a problem on syncing contacts for some people .. they aked me to keep my contacts out of sync to avoid excess cellular DATA DRAIN until 16.2 come out .. the battery problem is secondary and it shows up after contacts keep draining data either from Wi-Fi or cellular ..
They said that this problem is not generally known because average iPhone user won’t search about it and won’t search what keeps draining battery or data

Since I did not turn mobile data back on for contacts this seems to make sense...
 
ios16.2 seems to fix this problem..open your sync with icloud and check...for me so far so good.. (one hour check with no data loss)

Update!!
16.2
After restart device and turn off/on iCloud sync, wait a couple of hours and finally the data usage drain has stopped.

One hour in and since updating to IOS 16.2 no data consumption whatsoever as yet with contacts and more importantly for me the contacts app doesn’t even show up as yet on the battery usage whereas on 16.1 contacts would be top of the list within an hour so fingers crossed it’s fixed and doesn’t get repeated in future updates 🤞
 
I also confirm that after updating to 16.2, issue seems to be fixed. I saw no excessive cellular, app network activity or battery usage within 3 hours.
 
APPLE TOLD ME THE SAME...MONITOR...FACTORY RESET... ETC ETC...********....I TOLD THEM THAT THE PROBLEM IS ON MY ICLOUD AND NOT ON THE DEVICE...as soon as i put my icloud to another random device that doesnt have any problem...the problem begins again...ALSO WHEN I PUT MY WIFES ICLOUD ΤΟ ΜΥ DEVICE..EVERYTHING WORKS PERFECT...PLEASE CALL THEM AGAIN AND DEMAN TO SPEAK TO A HIGHER MECHANIC DEPARTMENT AND TO OPEN A CASE....DEMAND TO OPEN A CASE AND KEEP ALL THE EMAILS.. IF THEY OPEN A CASE.. THEY WILL GIVE YOU A LINK TO SPEAK TO THE MECHANIC VIA EMAIL WITH VOICE MESSAGES OR SCRIPT..AND THEY WILL PROVIDE YOU A LINK TO SEND SCREENSHOTS THAT THEY WANT ..DEMAND...THATS WHAT THEY DO AT LEAST WITH MY CASE...THERE IS NO SOLUTION YET..BUT I CAN SEE THEY TRY TO WORK IT OUT BECAUSE THEY CALL ME EVERY DAY AND THEY KEEP ASKING ME INFO ABOUT THE ISSUE...AS SOON AS MANY OF US ASK FOR IT..THE SOONER THEY WILL FIX THAT ****ING PROBLEM...
Hi, did this get fixed with 16.2? I’m having issue with Find My and system services constantly on. I’m not sure if this is related to contacts though. My kids’ iPad and my husband iPhone is showing Find My always appearing in battery usage, all the time as well.

Hi there, 16.2 sorted the problem for me regarding contacts using excessive battery and now contacts only appears in the battery usage if I actually go into contacts and say make a phone, regarding “find my” I don’t use it so no idea if it’s been affected by 16.2 fixing the contacts problem but all you can really do is raise the issue with apple and hope others have raised the same issue so apple will then look into it, I hope you get it sorted 👌
 
Find my app also drains my 14 pro battery. Well im not sure about draining but at night find my is the only app using battery.

My phone also gets annoyingly hot if I watch movies or livestream.

Screen on time about 3-4h.
