Control-click not disabled when setting Secondary Click in Magic Mouse

After upgrading Mojave on both Mac Pro and MacBook Pro I noticed that control-click still acts as secondary mouse button, when setting the Magic Mouse and Magic Pad to directly right-click.

This is a real pain with VMware Windows, since this is used to create discontiguous selections.

Has anybody found this true?
Has anybody found a workaround?

I will look at mapping alternate keys in VMware.

This used to work in all previous macOS versions.

Never mind:
It never worked before, VMware "upgraded" my mouse settings in the keyboard templates and I did not notice despite staring at them...
