Cook should issue and excuse letter for IOS7 many flaws

Hope apple hear about it. I guess that would be the value of user criticism then. Wake up call on IOS7 many issues.

Clean installing isn't Apple's upgrade policy. Are you saying Apple's standard upgrade process is buggy so you NEED to do clean install?

No I'm just saying software updates often have problems if you don't upgrade clean, I suspect an upgrade of this magnitude could have been even more problematic, and maybe when people were downloading (especially OTA) when tens-hundreds of millions of other people were, you were even more likely to not get it exactly right? I don't know, but I do know I never trust OTA updates. I initially did OTA and it was very buggy, my device was rebooting randomly etc., I clean installed and now it seems to be fine for me.
