I saw that screen and then tried the whole process over again and then it let me log in with my Apple ID and now I have reservation.
The pricing is off though, saying $699.
According to AT&T this is my upgrade status:

As a valued AT&T customer, we can offer you a discounted iPhone upgrade with a new 2-year commitment and an $18 upgrade fee.
Doesn't that mean $199/$299 price?
It states the same on my email confirmation 699. I called ATT and they said I am eligible at the full discounted price + 2 year contract and waiver for the 18 dollar fee.
So I called my apple store and asked why it was 699 and they said that I should call ATT that they should resolve it.
Then I decided to chat with apple and they said the same thing and I asked if on launch day will an apple employee be able to recheck my upgradability at the store? They replied with "I don't know, but I suggest to call the Apple Store a day before the launch to confirm"
