Yep, as has been said, there are a lot of things they could add that developers don't need to test. Just don't expect anything that would come with an API, like Quick Reply.
It's possible they could eventually release dev tools to make it possible for third party apps. But even if that were the end goal, my guess is they would start with their own 1st party offerings.
Why on earth would quick reply need a new API? They might announce quick reply but it could just be based off the same old notifications API.

There's an API for the OS X implementation in 10.9. I presume there would be one in iOS as well so that apps like Textie and Whatsapp could use it.
Of course, Apple could release it without one and have it only work with messages, but I think they'd wait and release it properly than have it half-assed.

1. It would make developing simpler. I bet since they haven't announced it yet they want it implemented fast and simple

Aside from fingerprint reader integration, do you think there are some new iOS7 surprises that we can expect on Tuesday? Logic tells me that everything is already out of the bag, but my inner geek hopes that they have hid a couple cool new pieces of functionality and will reveal them on Tues!
