Apple support has responded on Twitter and asked me to DM them let’s see where it goes.Make sure to open a case to Apple Support so that it is reported.

Hey mate, I was using it for around a hour, percentage wouldn't budge, only a restart would fix it, installed 15.0.1, don't know if I'm game enough to restart my phone again lol, really hate restoring my devices.Okay, my phone just dropped to 59%. I did play some music and watched a Youtube video. It took about 20 mins of music and video for the percentage to drop by 1%.
@LFC2020 how long did you use the phone after the restart before you determined that the percentage was stuck?
It wasn't dropping in the 80, 70, 60 mark, I know the iPhone 13 pro max normally doesn't lose its first 1% for a good hour or so, definitely stuck.Or @LFC2020 did not wait long enough to see if the percentage would change. Apple asked me to just did. They asked me to charge to 100 and install 15.0.1. Sitting at 100 now, I'll have to wait to see if it did anything.did you update to 15.0.1
