I checked Uk and France... both down. Maybe it's iTunes Music store for international users or something... who knows?

Another interesting point is that they seem to be able to boot into OS9...

CD-ROM and Combo drive equipped eMac models have both Mac OS X and Mac OS 9 installed. Mac OS X is the default boot-up operating system. Choose optional languages and keyboards other than the country default language, if needed.
