Yes, but luckily for me I caught it before doing the pre-order. I had a replacement iPhone 7 Plus on October 11th & Apple did not get the replacement phone IMEI into the Citizen One database. Their engineering team finally got it done but it took nearly a full day to happen.
Apple is responsible for entering the IMEI number into the Citizen's One database. Trust me I spent 4 hours on the phone on Monday checking into this.

Sorry I read your post too quickly - but AT&T Next program probably works in a similar manner. Apple has to make sure your IMEI number is correct. If you can get a senior advisor to contact the engineering team, they will fix it for you.
