I tried the Time/Date trick without success. Oddly, I can connect to the Search, Updates, Charts (and Categories), and Genius sections of the iTunes Store, but I can only connect to the Featured area sporadically. When I attempt to connect to the iTunes Store via Passbook, I get the "Cannot connect to iTunes Store" message, but now when I dismiss the message, I'm able to connect.

Go to Appstore and logout from your Apple account and log back in, then try the Timetravel to 2013. This is what finally fixed the issue for me.

Didn't work for me at first. I did the yr change again & backed all the way out & quit settings. Then I connected passbook fine, over 3G.
 
Well today I got the new iPhone 5 and was actually relieved. My 4s had a virus from various apps and I was told that the new update was its third and had started deteriorating the running system entirely. Apple explained that when u start putting different series of running systems on top of each other, they crash the old and the new. So, as I installed the new iOS 6 I learned that all my speakers went out. It froze, turned itself off and would get stuck. The new phone isn't much different at this point. I did an iTunes download instead of iCloud and found it was stuck on installing apps. I read a thread from march of 2011 saying to do a restore of factory settings. Well this worked fantastic. The phone is getting stuck on the App Store. It's a mess and I am waiting for an iOS 6.1 any day. Just finally glad I can hear through the speaker again. Wanted to pass on the knowledge. Good luck. System restore to factory settings is the way to go!!!!
 
Worth noting setting the date forward will screw up iMessage, at least it did for me, and took loads of tries to then get that reactivated with my carrier (Vodafone UK)

Apple QA needs to get much better.
 
Year change fixed the error for me. Then I set the time back to automatic and it still worked. I didn't try the logout suggestions above.
 
This error has plagued me ever since the update first rolled out. I searched for alternative fixes but everything pointed to the date fix which initially did not work for me. So out of curiosity, I started trying random dates. I first tried 9/22/13. Then 9/1/11, which produced a different result. Basically it did nothing. No error but also no success. I then got frustrated and tried 10/1/19 which worked to my surprise. Don't ask me why but I just wanted to share my crazy success.

Amazing, changing the date to 10/1/2019 finally fixed this for me!
 
Fix!

Had this problem on my iphone3GS since I moved from the UK to the US, I switch back and forth between the US and UK app store. And I had a problem with the US app store giving me an error message on the "Featured" apps main page on my app store (saying content not available in the US store, blah blah blah).

Solution for me:
I switched back to the UK store and waited for everything to load, and then went back to my settings and switched back to the US store and waited for everything to load, and that fixed it.
