Yeah it's not fixed. I just installed it and it's the same way as it was in the first 9.3 beta.
 
Yeah it's not back to what it is in 9.2. I think now that this is in a public beta more light will be shed on the issue.
 
I know many people who say it's the only thing they use the pencil for so I sure hope that Apple fixes this.
 
Well sorry for the false hope for those it is not working for. I have everything working on mine including the scrolling in safari listed above. Definitely odd.
 
Hmmm you do? Are you sure you're on the 9.3 beta? We've deployed it to several devices without any real change in the pencil functionality
 
Just installed 9.3pb - it looks as though the pencil can address any UI element, but won't do things like drag-to-scroll. I can tap links with the pencil to open them in Safari, for example, but I can't slide the pencil up and down the screen and expect it to scroll.

I didn't notice what the behavior was on 9.2, honestly. Somehow, it feels right that a fat, fleshy finger would drag something weighty like a web page or document around, but the dainty point of a pencil wouldn't. I guess if you'd gotten used to pencil-to-scroll, this change represents a pretty significant step backwards. To me, it kind of feels like how it should work.

I do get the impression, though, that Apple is still trying to work out exactly how the pencil should function in a touch-first UI.

I disagree. While I generally don't use the pencil to tap on buttons in iOS apps, it comes in pretty handy for clicking on microscopic window buttons when I'm remote-desktop-ing in to my OfficePC at 1600x1200 resolution via Citrix. There's almost no way to tap the small Window's windows widgets at that resolution on a 12.9" screen, so the Pencil becomes like a mouse pointer.

It's also pretty handy for the "laser pointer" in Keynote and PowerPoint.

I can understand why Apple may want to reduce the chances of erroneous UI activation, but this kind of thing should be a user-selectable option somewhere (Allow Pencil to activate user interface elements: On/Off).

I would certainly hope that it comes back.. It is not the end of the world for me but certainly useful when using the pencil. I had hoped that the update today would fix things but of course it didn't. I have not seen any really info about this on the dev forums. Hopefully next update will remedy the situation.
