10.3 is not 64 bit, except for the memory system (so it can access more than 4GB). Anyway, I cloned my install from my G4 Cube to my G5, and it runs just fine, the power management is all there. There is no slow down.

And just to show the speed improvement of the G5 over a G4 powerbook, I use a program I made, mbencher, that just encodes video into divx (which is one of the things I do most often on my computers). A 1.5GHz G4 PowerBook got 27 frames per second. My dual 2GHz G5 (with stock ram) got 90 frames per second. I'd say the G5 has a big speed improvement over the G4.
