I think you need to wait a few more days. The phone battery level will stabilize. I've had the 13 mini and now the 13 Pro Max. I went through the same with both phones.
Would I be better wiping phone and starting over as new phone? No restore from backup or anything?

I don't think so but if you feel it would help, do it. I've always restored from backup. You may want also check to make sure you have the latest version of iOS before you decide to reset your phone.
 
So I’ve charged the new pro max twice. I’ve attached each graph. First day battery didn’t drop bad but by end of day it was 57% just like my 11 pro max. Today I was 100-% off charger and then it dropped 7% in half an hour. I’ve tried all the settings Google recommends for battery life. What am I doing wrong? Doesn’t seem that much better than the 11 pro max. I am on 15.0.2 also.

Mind sharing how much SoT you’re getting from your 11PM and what’s the battery capacity of it?
 
I’d recommend waiting for 15.1 before doing any sort of reset. Should be out early next week as it just hit RC on Monday.
 
So here’s another update. I just power cycled my phone and it dropped from 88% to 80%. SMH………will this get fixed?
I've read others complain in the iOS 15.0.2 bug fixes, changes and improvements thread about battery % jumping around when you power cycle the new phones. It's a software bug hopefully 15.1 addresses the issue along with a few others.. Also mentioned in this thread:

I have a iPhone XS Max. Battery was bad and it took the apple store an hour to replace the battery. They also replaced the bottom ear piece. The phone works perfectly well. No slowness. I would have hoped something would be broken forcing an upgrade. I'm thinking of waiting for 14 as it may have usb-c and a felt camera. I'm confused as well.
Just as I made this comment, I've gone ahead and purchased the 13 pro max blue 256 gb :( I couldn't handle not having it. Apple took my money yet again
