No, that’s not what that’s saying. Apple’s default operation is to allow the fan (or fans) to stop if thermal load is low enough, but MacsFanControl can override that and set a new baseline fan speed.

Apologies. You are right. The OP should be able to force the fan on then if he just switches from TGPro over to Macs Fan Control. Or if he can figure out how to do the same thing from TGPro.

There are some good knowledgeable replies here.
Imho, all this goes to prove is that there is no problem! If the OP had never installed TGPro he would never have been aware of a 0 rpm, it's creating a 'problem' for the OP that is not really a problem at all.
Get rid of that TGPro app and just enjoy the computer. This is a case of not seeing one tree because there's a forest in the way.......;)
