just thought I should update from before,
I bought a new right fan from iFixIt (my last one completely died) and now I'm getting no throttling at all, GPU isn't going past 70 degrees (with 1035MHz OC) and CPU hasn't gone past 90 degrees (throttlestop with modifier locked to 24).

So, that was my solution.

Hi man, can you tell me if your fan was working at it's intended speed before the breakdown? and can you provide me with details on how&when did it throttle before the repair?

I finally got myself some screwdrivers and cleaned some dust from the macbook. The games are playable now at least. CPU throttles down in daytime but GPU stays locked at its intended clock rate now. At night times when it's cold, both the CPU and the GPU is working %100, only throttling in demanding situations for a split second. I'm thinking of cleaning the dust with a compressed air can (because there are no visible dust bunnies now. I think the nicotine may have formed a layer of residue over some airflow points.) and if that doesn't work replacing the thermal poo that apple provides.

I can't say, sorry. I don't remember seeing anything abnormal with the fans, though I know now that they're both running at 6000RPM (when maxed).

Also to update from my last post, I no longer have to run throttlestop at all (just using power options to stop turbo boost) and roughly the best stable GPU OC I can get is about 1150MHz. Memory clock left at 2508MHz as I don't do anything that demands more than that..
So far haven't seen any throttling, even after running FFXIV for 3-4 hours at once.

okay then 2 last questions for you:

do you have a rMBP?
do both fans run at 6000RPM?(my 2 fans differ in speed but i thought that was a case with all the retina macbooks)

Just to put an end in my journey:

Throttling problems went away and came back, and the experience was not really good. I have a 15" rMBP mid-2012, one of the ones that had image retention too. It was serviced by Apple right after purchase for screen replacement, but the thermals were never good. So, now, almost three years after I purchased, I brought it to Apple for service (AppleCare covered me), and they replaced my motherboard. I can say it's completely different now. Stable framerates, can't feel the throttling. I recommend you doing the same if you are unhappy with the throttling.

Maybe reapplying the thermal paste/changing the fans would solve it, but having a thermal problem for a long time can damage the circuits, so replacing the motherboard you will be 100% sure it will be good.
 
I have the solution for 2012 macbook retina with 650m gt 1gt underboot camp. PM for info and pay me a beer, it took me long time to figure out this simple solution. No more throttling even with OC core 1035Mhz / mem 3000Mhz
