They could still save money by putting in a MediaTek modem or budget Qualcomm modem that has no mmWave. This is a entry level iPad after all.

I’m sure a lot of kids with get this iPad for entertainment but most schools are using Chromebooks.

1st to 6th grade often use iPads, 7th to 10th often go for Chromebooks/Windows/Macs.
