Apple only started working on it when they decided they needed to. In 2012, Apple had only just released their own custom CPU. They were just getting started with bringing everything in house. Cell modems were probably not even on their radar at the time, because there wasn’t a need for it. Apple v Qualcomm lawsuit started in 2017.
Should have been on their radar since the early days because Qualcomm had/has the market cornered and can charge their customers accordingly. Look at the huge price difference between a WiFi version of an iPad vs a cellular version of the same iPad. It’s absurd how much adding a modem costs.
