I'm trying to live with my 128GB 2017 MacBook Pro. Every time I have to run a software update I usually have to uninstall programs and delete all my extra files. It's really a pain in the butt; but what's MORE annoying is that macOS uses most of my drive.

Is this a lot for 'System Data'??

AND the second question, is there anything you can do to make this smaller?
 
I have macOS Monterey 12.3, and my "System Data" is 38.41 GB, on a 250 GB M1 MacBook Air. So only a bit smaller than yours. I have 158.51 GB free. However, your 128 GB SSD is minuscule, so it will have MUCH more of an impact.

I don't think you can do much to make it smaller, unfortunately. Maybe others on this forum have a way that I don't know about.
 
Mine is around 30GB so its sightly on the higher side.

Booting into safe mode will automatically purge a major chunk of it.
