It isn't possible to transfer numbers from one line to another within AT&T's system.

Your options are basically:

A. Swallow the ETF on the 3GS's line.
B. Move the two lines into a family plan, drop all features from the 3GS line and suspend service on it so it only pays $9.99 a month until the contract ends.

Odds are that A will be the cheaper option.
 
So would this situation work the same way If I wanted to get the new iphone? I bough a 3GS like 2 months ago and I think I want to sell it and buy the new iphone. What the heck would I have to do? Is it really this complicated?

No, just buy the new iPhone at the non-subsidized price for your existing line, then sell your 3GS.

It's basically the same process as if you had lost your phone. You're not changing the number of lines on your account (or even your contract length), just buying a replacement handset at full price.

ahhh ok. But what about the SIM card difference like another poster mentioned? How will this work?
 
I have a 3gs an plan to upgrade to the 4g. Does anyone know if I can keep the 3gs as a "spare"?? Would be nice to swap out the 4g sim. (an adapter?) put in the 3gs when I go some where like beach or bar. And don't want the risk of messing up or lossing my shiny new 4g.

IRS anyone know if that can be or has been done??
