And yet I still can’t use multiple phone numbers which makes living between multiple countries extremely painful. Again, people in America completely oblivious to how people in other parts of the world live. Why are we even still using phone numbers at all? My identity does not change with my location. Give me a username.
Don't bother, most people in U.S. don't care anything across U.S. borders. So, you want to return golden 90s-2000s, when there was e.g. ICQ with UINs and nobody had a care to link a phone number to literally everything. Technologies ruled by marketers now, not by technicians. So now we suffer. E.g. Telegram can add multiple accounts, and many people now uses it. But WhatsApp still very popular across non-techie people, so I must use number of that country where WhatsApp is most used by me, Viber number in another country where Viber is more popular, and so on... What a shame, how we got this "future"?

a) When you give number of another country to someone local it leads to unnecessary questions.
b) Many non-techie people can’t add number of another country, they just don’t know how to enter it in address book. I faced several such cases.
c) All in all, everything is our personal choice: I’d like not to use all these time-consuming chats at all. However, key factor there is not me but the person with whom I want to communicate. Especially, if I am in need of this communication, and not him. And if we met for the first (and maybe last) time I cannot start nagging “oh, I don’t use WhatsApp, it’s inconvenient/insecure/etc., let’s use something else”—for sure, it will be my last phrase to that person.

Don't use WhatsApp. Use Signal or Telegram.
but Signal is just a bit crap... I want to like it but I only have three people I talk to on it (all of who are on other services) and it's lack of message sync between devices is too big of a gap for me to spend too much time liking it all that much...

Telegram is okay...

Well how are you supposed to message anyone (short of manually adding the number for EVERY message you want to send...?)

I think giving full contacts access to any non-essential app isn’t a great idea.
I like how Skype do it, you can only message me if I give you my username or email address (or phone number if you use skype that way).

Think your considering this slightly wrong :)

Importing your contacts is to tell you who you can WhatsApp, so likewise the reverse is true for someone to contact you ie they have to have your number like Skype

If your worried about nuisance contacts or especially want to stop someone in your contacts list then use the block feature inside WhatsApp
