I think it will be more the latter given all the trouble Tesla had with state regulators and car dealerships.
Unless, unless, they mix it up and let dealership compete for its business so Apple can control the terms like fixed prices.

There is a good reason it is the only way they allowed to market their cars in the US.It will be made in USA. If it was cheaper/better to make cars in China, Ford/GM/etc will be making their cars there, not here. In fact, foreign car companies make their own cars in the states! There's obviously a good reason for that.
