You said you could reproduce it yourself. Does that mean it's happening always to everyone if they try to do the same?
Is it a Safari 9.x issue? Or El Capitan? I have no option to try it with Mavericks or Yosemite at the moment. They are using the same version of Safari now if I am not wrong.
It only started happening on my iMac when I upgraded to 10.11.2 - so seems a new bug.

testing 1-2-3. am trying it again, and about to see...how it's doing. so....
no issues at the moment! i can highlight text, delete, etc. earlier today, i had to delete by going back a letter at a time (not fun). right now, all is (still) well...
as i expand this window, still works. am i supposed to see scroll bars IN the text box? i don't.
and no issues otherwise....
You are expanding it wrong!(Too less)
Your post has to exceed the size/line limit of the box you are typing it in to get a bar for scrolling up and down (not the one of the Safari window). And only then that issues happens.

that's not the case here, as i was having the problem consistently for a while...with a small, basic text window..
but YES, the issue persists IF i stretch a window until the scrollbars show..as is happening now...
Betcha you're using Chrome, try Safari. Same thing on my Credit Union site, accounts don't load, but in Safari they doThen I'd try a different browser, and then contact support.
