You mean backup is ok now with your old "problematic" apple id? Or with a newer address?

Same iCloud account? That makes 0 sense. There is no way its device related.
 
Just thought I'd chime in and say I'm having the same issues—neither my iPad (Air 2) nor my iPhone (6) will back up to iCloud, starting a week or two ago. I've tried every conceivable troubleshooting step, and finally on Monday put a ticket in to Apple. They told me there'd been some issues with iCloud Backup, and that a solution "could take a while."
 
I am having the same issue with two iPad Air devices. These are iPads that the grandkids use, and they have restrictions enabled, etc. The odd thing is that on both of them, the iCloud option shows logged in to the correct account, but it's greyed out and cannot be selected.

Previously it was not greyed out and I was getting the exact same error - no automatic backups, and as soon as I tried to force a manual backup, I got the error that the backup failed. No reason specified.

Could it be the restrictions in my case? I have 3 iPhones and 2 other iPads that backup to this account without issue. The iCloud account has 25GB available (of the initial 50GB).

I haven't seen much documentation about these issues elsewhere, so I thought I'd note that I'm able to see the following errors repeatedly whenever I try to run an iCloud backup on both of my devices:

Just got a new iPad and will not backup to iCloud. No problem with my iphone. Since it says "Never" been backed up, I couldn't update to 9.2.1 ios. I was able to update via iTunes.

I think the iCloud backups include the SN# of the device.

FWIW I too have been working with senior Apple Support, providing them with the traffic logs of our AirPort Extreme of both unsuccessful and successful iCloud Backups on our iPone 6s, 5s and iPad Mini. In the process I found that automatic iCloud backups don’t always happen at night or even in one go. They frequently require multiple attempts to complete. For example, if your iPhone is in the middle of an automatic iCloud backup and you disconnect the power cord, the backup immediately stops. This incomplete backup is silently stored. When you later plug your iPone back in with the screen locked and connected via Wi-Fi the backup starts again within a minute or so. You can see if this is happening by regularly checking your Next Backup Size.

The worrying thing is that these incomplete backups can happen even if you don’t physically interrupt the backup. I have documented several iCloud backups that simply quit on their own with less than 10MB left to complete. If I unplug and replug the iPhone the backups will usually restart in less than a minute and complete a few minutes later.

The iCloud Backups are incremental. The recent data is added to the existing backup for that device. And presumably old data is deleted if it is not still on the device. That why the "Next Backup Size" for an iDevice with a 500MB backup can be as little as a few MB.

I believe the underlying problem is that the existing iCloud backups can get corrupted, which makes the incremental backup fail. And these failures can go unreported for several days before you get the “the last backup could not be completed” message.

This isn't the issue though. The issue is we cannot enable iCloud backup. If you do the work around via iTunes to enable iCloud backup, and you manually start the backup on the device, you immediately get the "last backup could not be completed". The reason is, the device is not able to connect to the iCloud Backup server. I have 0 backups on my iCloud account. I have every single MB of my 5GB available to me. And I still cannot get it to even enable without using the work around via iTunes. There is something definitely wrong with Apple's server, not just the device.

For the record, before I create an iCloud backup, I turn off iCloud Backup, delete the old backup and then re-enable iCloud backup and make a fresh backup. I hate the stupid incremental backups. They grow and grow and grow, becoming extremely bloated. That is how I ran into this problem, I disabled it, and went back to re-enable and it would not turn back on.

For the record, before I create an iCloud backup, I turn off iCloud Backup, delete the old backup and then re-enable iCloud backup and make a fresh backup. I hate the stupid incremental backups. They grow and grow and grow, becoming extremely bloated. That is how I ran into this problem, I disabled it, and went back to re-enable and it would not turn back on.
That was also the reason that I found this bug too. Periodically I delete my backups to generate a new one much smaller.

I do it once a week. And I create an iTunes backup once a week as well. After a week my iCloud backup will grow from 300MB to 1GB. When doing my iTunes backups, I delete the old one before creating a new one as well. Same thing occurs, it adds on instead of creating a completely new one.

How are you getting these logs?
Are you doing the iCloud Backup via WiFi or USB via iTunes?

My 6s/iPad Air 2 backups double in size over the course of a few days, and then get bigger and bigger. After about 1 week, a 300MB backup becomes 1GB+.

Incomplete backups that "stick" which are also known as Phantom backups don't show up on iCloud as a backup, but they do in fact show up as missing space out of your total storage. I personally had a 1GB phantom backup stuck and Apple had to go in and remove it. It said I had 0 backups, but 1GB was being used for backups.

I've never done it. But I was told by Apple Support that you could backup to iCloud via iTunes when connected via USB. And I was wondering whether the error logs posted were generated while attached to a Mac.

There are some Apple reps spreading around that "nonsense". I was told yesterday I could make an iCloud backup via iTunes. I legit got into an argument with the rep because she said that she has done it for years. I asked for a senior advisor, and he said that she is beyond wrong and he will deal with that later.

I haven't been able to find the logs either. I even checked diagnostics and data, but negative, nothing there.
 
I have a slightly different (but related) issue. On my iPhone 6 (running 9.2.1), I can manually do an iCloud backup but the phone won't do one on its own.

I leave the phone plugged in, locked and connected to Wifi overnight (every night) but no luck. I then go in and do a a backup manually with no issues.

I've never had this issue with my old iPhone 5 (same iCloud account).
 
Thought I would note that the one thing I hadn't tried up until today was an actual clean wipe of a device, set up as new. I did that with my iPad this afternoon, and it still won't back up to iCloud.

Looks like Apple support is my only hope.

Relatedly, does anyone know if there's a way to have Apple 'completely reset' an iCloud account? I'm talking everything (though perhaps one step short of my purchase history, so I don't lose purchased apps). But all old encryption keys, devices, backups, storage, etc. I notice a ton of old app folders (although empty) on my Mac in ~/Library/Mobile Documents/, and it'd be great to start clean.

Automatic iCloud backups only occur when the iDevice is plugged in, locked, connected to Wifi AND it has been over 24 hrs since the last iCloud backup. So after you manually backup your iDevice to the iCloud, it won’t even try to do an automatic backup for at least 24 hrs. And even after 24 hrs, it often requires a nudge like unplugging then re-plugging it into power to get the "automatic" iCloud backup started. If it has been at least 24 hrs since the last automatic or manual iCloud backup, this should cause the iDevice to begin backing up to the iCloud within a few minutes.

FWIW I monitor my AirPort Extreme and log/graph all the download and upload traffic via a snmp shell script. I also use NetUse Traffic Monitor to see a real time graph of my AirPort Extreme’s traffic. These tools allow me to know when each iDevice is/was trying to backup to the iCloud and how much data is currently being (and has been) uploaded.

Just signup for a new AppleID and use it for iCloud. The AppleId you use for iTunes/app purchases does NOT have to be the same as the one you use for iCloud. You can still get mail etc. with both accounts.

Added: For anyone shared backup, like password or other data in iCloud drive, it will required same login account, which means all iOS and all OSX device need to be transition to new account.
This is clearly an Apple iCloud issue, it need to be call into Apple support and ask them to address it. Work around it will only let Apple think there is no issue any more.

I agree that just creating a new AppleId and iCloud account is not the answer. But it would allow people to see if the problem is the old account vs a brand spanking new one.

FWIW I switched our iPad Mini to a new AppleID and added a user with the same AppleID on my Mac to monitor the backup issue where the iPad Mini will continue uploading data for as long as I will allow it (4+GB) and still fail to complete an incremental iCloud backup when the Next Backup Size was predicted to be less than 50MB. So in this case, I was able to demonstrate that a new uncluttered iCloud account suffered the same backup issue as the old one.
