iCloud storage full of 'Documents' I can't locate

I have been trying to free up storage on my parent's iCloud, they rarely use it so don't want to pay for a storage tier.
4.8 of their 5G is listed as taken up by 'Documents'
I have gone through iCloud drive (no files) and each of their devices and turned off iCloud backups of all devices and all apps on all their devices and still it remains.
Any ideas? TIA

We all have some of this unwanted space being used. I can’t figure it out either

Go to settings, tap name of the iPhone owner on top, iCloud, Manage Disk and see what takes up that space.
