Custom Icon Layout
How about a setting to allow for the icons to organze from bottom-up, rather than top-down. As the screens get bigger, it's harder to reach the top of the screen.
Or, even better, allow for custom placement of icons.

Ability to have Cellular voice/data usage reset automatically on a specific date (such as your billing date.)
Nailed it, that's all I need for now, my iPad Air to run at a reasonable speed, fast would be better, but Apple knows best mediocre is good.
Well great you're actually wrong. Those features are all in iPhoto and they work very well. You've missed the point! THEY'RE NOT BLOODY THERE NOW, and Apple won't let me run the app I BOUGHT with my own money which does have those features. Transferring your iPhoto library to Photos causes loss of 50 percent of functionality. Terrible Terrible and unfair decision.
Photos isn't even out yet, what are you rambling on about?

Yes thats what I am talking about!This is a great idea. Maybe they can email you a detailed report in a specific day.

-Control third party music apps ("Siri, play songs by XYZ on Spotify")

-Selective "send message read receipt." So let's say I can choose to let certain people (such as my family) know when I read their message, but not everybody else.
-Wouldn't mind being able to format my iMessages (B/U/I)

At the end of video playback, it'd be nice if the "end" button would get bigger/highlighted and maybe move to the center of the screen. Movie ended, you most probably wanna hit "end," so why should you have to stretch to the top left corner of the screen?

VoIP - That has nothing to do with your carrier. Just whenever you're on wifi, your phone automatically makes calls over the internet.
Battery
-Better battery life.
-Battery time estimate like on MacBooks.

Simply have the ability to block a number without having to save the number as a contact first... Something so simple..

Battery hog and it just creeps me out the idea it's just listening all the time when plugged in.
For me also it would be handy for me to be able to manage my music on the device from another PC so for example.. I leave my laptop at home, I'm in the office and would like to make one of the tracks I have on my phone a ringtone. I'd like to be able to plug in my phone on my work PC and make a copy of he track, do its thing and add the track back into the collection without losing all my other tracks.. Would be so good..

When i've travelled to work / home i want to continue to play from the track and point in the track I"m currently att on my iOS device. There should be a big button when i open my mac in iTunes to continue playing from where i was and vice versa.

Option for background app refresh to activate when charging - off the rest of the time.
Drag & drop photos in stream to re-order or basic re-ordering options (date, title, date added to stream...)
Better predictive text. Really disappointed with this. Sometimes OK but often suggests words that should def not be next in that sentence. I think it only uses the previous word so has little context.
