Have you called Dover Street Market in London? They are the third party retailer who will carry the watch starting 4/24. Their website in London nor Tokyo mention anything about it, unlike The Corner in Berlin and Mayfield in LA. However, Maxfield in LA WILL have select inventory for sale in store by appointment starting 4/24, WITHOUT a pre-order, as confirmed by the store yesterday.
The Paris Colette website mentions nothing about the watch either, though they will be carrying them on launch day as well according to Apple's earlier press release. I'd be curious if anyone in Paris has checked with them.
