It may not fix your issue as it is should have been normal already in 12.4.1 in the first place.

Taking it back to apple customer care might help.

It seems it indeed has fixed nothing - 1 hour after, minimal watch interaction and i am 5% down. Am i right in thinking, this is not a normal consumption?

Doesnt look normal to me. But there can be many variables. I am only 2% down after 4 hours (time elapsed after unplugging it) on iOS 13.1 PB 2 and battery life on non-beta ios releases has been pretty solid for me on my S4 (non-cellular)

Best to talk to customer support BUT they may ask you revert to a stable release. Sorry.

In the end you might be able to either get it fixed or get a replacement.

Its non-cellular...

I am afraid in Apple supports eyes this is completely normal, as you can get up to 18 hours at this pace and i am not alone with this kind of consumption - i do however feel cheated as i see people are getting double or tripple that with more actual usage.

What is the best channel to reach out to Apple support?
 
All signs point to it being back to normal for me, AW4 Cellular. Lost under 25% in 12 hours. My normal rate is about 50%/day.

It seems that PB2 fixes the battery drain on AW4 with WatchOS 5.3.1.
At 10PM, the watch was fully charged, and I wore it trough the night.
And at 6AM, the battery was (just switched to) at 93%, making the loss less than 1% per hour of sleep-use.
So for me, the battery drain has been fixed :)
