I can’t even imagine how something so obvious slips past their testing. What does that incredibly large staff do all day that glaring obvious things are missed? I really don’t understand this. And with the hot mess that ios13 rollout was, they really should have tried much harder to insure this one didn’t have issues like this. Really getting disappointed in Apple these days. There’s no excuse for this kind of thing. It’s just sloppy.

The fact that it's there doesn't necessarily mean it was missed. It could mean that the release was given the green light to go out even with an issue like that still being there.
 
That's your email service provider, if you have ailiases. If its separate accounts check the system preferences and see if the accounts are all set.

Do you have other accounts that are iCloud accounts in the same Apple mail app? Check the settings within the mail app. Sometimes it's trying to use the wrong outbound server.
 
What happened to our society? Why is every little thing blown into a major conspiracy? It's a bug. One of many that will come out. Relax.
We demand perfection!!! Bugs aren’t allowed. Apple clearly wanted to add a feature we wouldn’t have missed if they left it out, simply to sabotage it and make us use what they want.
