Same here. Fixed with 16.3 Beta 2 for my Iphone 11 Pro Max.

But i had to use the Beta...I didnt wanted to, but it is what it is.

I am new on your forum and I have read this issue.

I have buy one iPhone 13 and the iOS is the 16.2 and I have the same problem.
When I have a call and when the iPhone is on my head, this is impossible to manage the volume.

I hope that the iOS 16.3 will be fix this issue

The bug was finally fixed, for me at least. I’m using a 13 mini. Apple took 92 days to solve this, since 16.1 was released.

Honestly, the head of QA should be fired with the whole downward chain of command to the very devs responsible for this. A serious bug is human, leaving it there for months with this level of negligence is diabolical.
