It wasn't mentioned in the notes. I can only assume that this bug is still not fixed in 16.3. Hopefully by the time it goes public it will be better but I doubt it. Probably need to wait for a future update to actually fix this issue. It is a pitty honestly. I had major batt drains from it on 16.2 before I rolled back to 16.1.2.
Have never seen this on my 14PM thru any of the IOS 16.xxx versions including this RC. In my daily use, I've been completely without any bug affecting my daily usage. Everyone uses their device differently so YMMV.

I know not everyone is affected by all bugs, consider yourself lucky. From what I have seen, the location bug is only present when Find My is enabled. Your location is polled much more often than before to where you almost always see the system service using location data. With Find My disabled, the symptoms go away. Only started with 16.2 on my end.
 
I wonder how accurate the temperature sensor is in the HomePod, I have an Eve Room, but if the HomePod mini is similar in the reading I could replace it and have a Siri device available as I replaced my original HomePods with a Sonos system.
 
The location arrow thingy in corner no go away. When click, say “System Services”

I’m guessing it does have something to do with findmy since it’s always showing up in the battery section every hour I use my phone on 16.2 and before. But I have amazing insane battery on my 14 pro so I don’t worry about it. I feel like findmy is endlessly checking where the phone is all the time and checking where devices that are associated with it are. But it doesn’t use much battery at least in my case. Annoying that it’s always showing that it’s pinging the location. Which it might very well be doing. Probably all be design.

Prior to updating to the RC version I noticed that my keyboard haptic feedback has been extremely weak. I was hoping RC would fix this but that hasn't been the case. Is anyone else experiencing this issue?

Again I'm referring to the keyboard haptic feedback.

Keyboard Haptic Feedbacks are pretty strong on my 14 Pro.

Word tested: Boobs.
 
Software Update screen in the watch app has finally gone back to normal.
Not for me. The …… Installing….. still remains in the Watch app. Did it just go away on its own and returned to normal on your Watch app?

I restarted both a bit after updating; also toggled full (i.e. including disabling Bluetooth) airplane mode on the watch. 30-45 minutes after that it righted itself and is now back to normal—nothing crazy required.
