Installing now on an iPhone 13 Pro, but neither of my iPad Pro models on 16.1 (11" 3rd-gen, 12.9" 5th-gen) are seeing a new beta — looks like they are now officially on separate release tracks.

Addendum: Developer portal has been updated, and only iOS got a beta 8 build today — iPadOS is still beta 7 (16.1 beta 1, really) and macOS is lagging behind at beta 6.

Nope, this has not happened before. At least I cannot recall a time. I checked iOS 14 & 15; they were 4 and 2 weeks respectively.
 
Just because the apple event is next week, doesn't mean that iOS 16 goes live to the public that same day. They very well could have another RC build after this. Not trying to speculate but it is not uncommon for iOS major release dates to not align on the same day as hardware unveils.

For sure, but the RC almost always comes out the day of the event, doesn't it? Regardless, I'm glad to have one more before the event :).

RC build the day of the event is a safe bet — it's happened for every fall iPhone event for at least the last decade.

What they said ^. I don't think we have ever had an iPhone event in which the RC or GM did not come out right after the event ended.
