I believe this was a functional change done by Apple actually. You are still required to pay to create/upload apps and use the analytical tools. But the profiles are no longer behind the pay wall. I think this changed around the time of iOS 15 being in dev.

Not 100% certain on this. I canceled the credit card that I used to pay for this a few months ago and forgot to update it with a new card. I was able to keep using the iOS 15 profile that I had installed but could not get the iOS 16 profile until I updated my account with the new credit card.

I've just checked and I can see the profiles when I login with my developer ID, but my non paid developer Apple ID doesn't have access.

I haven't updated my card in 2 years... I still have access to the downloads
