It’s then integrated into the weather app on iOS 18 & suddenly the iPhone 11 series can’t run they features

If they decide on the user interface changes in iOS 19, I would personally NOT recommend iOS 19 for anything older than an iPhone 13/13 mini/13 Pro/13 Pro Max model. And I would stay with iOS 18.x until the first bug fix is out.

I feel like this whole "don't update older devices to newer versions" is blown a bit out of proportion. There's usually very little actual difference in performance (the newer version can sometimes even be faster in some aspects) and most of the actual slowdown can be attributed to newer versions of apps being more demanding. That may have been the case with the iPhone 4S for example, but devices have since reached a performance level that's way overkill for simply running the OS. For example, my first generation iPad Pro with the A9X ran iPadOS 16 just fine (I sold it since).

But if you want maximum performance out of a new iOS/iPadOS version, you have to do essentially a from-scratch install. That's not something I'd recommend for neophyte iPhone or iPad users. I think iOS 19.x could work well on n iPhone 12, but not as an upgrade from a previous iOS version.

I think there is a big difference the iPhone 4s should not have gotten iOS 9 because it couldn’t handle it & made the performance awful for people who had it.
I do think that Apple have learned that by increasing ram on iPhones have certainly made a difference for example the iPhone 6 started to struggle as it got older because of only having 1gb
The 6s on the other hand got 2gb so it handled OS updates as it got older.

Devices that have 4gb & above should be able to handle iOS 19 smoothly
