not sure what all the shock is about, the size is exactly in line with the other betas

Don't quote me on this, but I think that the public beta being a revised version of the developer beta is not the norm, unless there has been a showstopper or critical bug ailing the developer beta. More often than not, they have been the same as the developer beta from the preceding week.
you're right, it was the same build as developer in all the previous versions, except iOS 18, where they revised one build up in PB1 and PB2

Slightly higher B3 build today that will become the PB1 tomorrow?
I would be shocked if Beta 3 is the public beta across the board. Too many bugs still. Not so much on iOS/iPadOS but MacOS is a mess. I would not recommend a public beta yet. The App Store is completely broken on macOS (purchased apps missing, can't update apps). I think Beta 4 drops today or next week and that will become the public beta. Normally the public beta is already out so I think Apple knows that the betas still need work. My feedback app is getting very full in the drafts and sent sections...

They said July for the PB… so there’s still time.

iOS and iPadOS can have quite a different release schedule to macOS, though. Are there any show-stoppers in the current DB3 that would prevent it from becoming the PB1? Imagine, PB1 this week, DB4 next week and PB2 the week after. Then, from DB5 onwards, it is weekly betas, so both DB and PB should be coming out in the same week.

Also, let’s not overestimate public betas as some special builds, which they are not. They are exactly the same as their preceding developer counterparts, just deemed safe for general public consumption. Which just means that they do not have critical bugs, but can still be very far from “perfect”.

My guess is iOS 26 public will follow dev beta 4. This week I anticipate that they will focus on getting out 18.6 with the next beta or RC. By normal patterns, something for 18.6 should have come last week which it didn't. So my guess is well see that today or tomorrow and that will be the focus.
