Yes. All releases are on 9/15 this year. So they'll do the RC now to give developers a chance to test against the release hitting on Monday.

They always release it after the event as otherwise people will skim the release code and unearth details about the stuff Apple was announcing today.
It takes a while after the event as they don't even start pushing it to their CDNs until after the event. Otherwise, there is a risk it leaks early. Tim wouldn't be happy about that!
