First of all there is no reason to argue against quick reply, I don't see what anyone could possibly lose from it.

Second of all, it's a lock screen so your screen doesn't stay on, not so no one can access your private information. For that we have a passcode. If you a passcode, obviously you would have to put the passcode in before replying.

I just don't see why anyone would argue against it.

If you're proposing that one has to enter the code before replying, in theory wouldn't that just unlock the screen anyway? Thereby negating the value of what you propose? It's one app press away to get to the reply function from there. You're not saving any time.
