Are you sure last time it wasn't the next day for Australia? If it comes out worldwide at 10am Pacific, it is 4am AEST but of the next day.

It shouldn't but you also are better off backing up your data, transferring your purchases, and syncing overall before attempting to update.

I'm a U.S. citizen temporarily in Colombia. I connected my iPad to my MacAir and iTunes said to download/update the iPad to 4.3.5 - which I did. (I updated iTunes to 10.5 on my Mac yesterday).

Now it says the iPad is up to date... Is it sensing that my IP address is non-US and therefore ios 5 is not available to me here (yet)?

Its not you. Its Apple. They have yet to release it. So no one is able to downlaod it.
