What is your source for this claim?

Typically iOS updates release around 10am PST. When the poster wrote the 4 hours post he it was at approx 6am PST, therefore 4 hours. His source therefore is past experience with these matters.

There is no telling of exactly when Apple will post the update(s) but typically in the past it was around 10am Pacific Time, which is 1:00PM on the east coast of the United States.

However, some people have managed to download the update before 10:00 US Pacific Time.

Guess I'll wait until tomorrow, 1:00 is simply too late (school night).

10am PST is an estimate based on previous experiences. It may get released at 9am PST or at 10pm PST for all we know. It's set for release today, that's all Apple said.
 
so 10am pacific time is when the update is being released? funny i dont see to much discussion about it going around.

It wouldn't surprise me if the NorCal Mac Rumors contingent were standing outside Apple HQ in Cupertino with signs demanding a release at 1201 PST this morning.
