I am a constant user of iCal, one of the features that were available in iOS 6 was that any all day event would show up in notification centre but since I've updated to iOS 7 till the latest update 7.0.5 it's been removed. I thought it might be a bug but obviously it is something that has just been overlooked. Any all day event that you have doesn't show up in the today view in notification centre, if the event is limited to certain hours in the day it will show up in today view but not if it is a all day event. This is extremely frustrating for many people I know.

Can someone who has updated to iOS 7.1 beta tell me if it's fixed?

No, although there are some calendar and notification center changes, unfortunately this particular behavior hasn't changed in iOS 7.1.
