Wow, that was really weird. Restarting my phone fixed it and also added back the options in Notification Center's settings. Color me embarrassed...

Good to hear that it's all working.

Restart/reset is one of those things that in many cases can "magically cure" a lot of weird things.

I don't know what you mean by smoother, but according to this site, there are still a lot of random reboots, resprings on iOS 7.1 Beta 4.

Nearly Stutter free on my iPhone 5.
