That coming soon badge has been there ever since iOS In The Car was announced. All they did was change the name, plus they said in a press release that it's debuting this week.

Apple has a tendency to bundle feature updates together.

They held off on releasing one of the most important security updates for OS X so that they could bundle it in with 10.9.2.

If they're planning on releasing an update to iOS 7 for CarPlay this week, as per the press release states, then it only makes sense for this to come in 7.1. It's extremely unlikely Apple would release an iOS 7.0.7 update with CarPlay and 7.1 later this month or next.
