Yes. That's when Apple has always released iOS betas / iOS software updates.

We have been told via our carrier sources that iOS 7, Apple’s brand new mobile operating system to be released sometime this fall, will be getting an update to beta 2 today.

Yeah I know what time things are normally released.. I am not sure BGR is a credible source for beta2 release.

You can get updates OTA no matter how you did the update.
