No need to be condescending. Mine has no performance issues. Animations are as smooth as iOS 6. Some animations are slower than iOS 6, but that's by design, but they're smooth all the same.
I wasn't being condescending, although if you wish to see an example of such I'd suggest looking at your original comment aimed at myself. There is nothing wrong with my iPad and I am vastly experienced in the installation and maintenance of iOS devices and Macs.
This isn't about the speed of the transitions, I am well aware they are the same across all devices. The majority of the transitions on iOS 7 on iPad 4 are smooth as butter but there are some instances, which I and others have highlighted, which are not.
And again, on iOS 6 the same animation was shown whether you used the home button or four finger pinched to go home. On iOS 7 using the button results in the stock animation which is fine, but the gesture results in a messy, two paced, inconsistent mess which ends too quickly (as shown in my video).

Then I can't understand how apple let this one slip through. 10s to change a wallpaper ... Geez.
Maybe they will improve it once ipad 5 is launched?

Regarding the time taken to change a wallpaper, I have had this explained to me by a developer.
"Parallax (and a few image filters) is always pre-computed on the wallpaper youre setting. You cant disable it. Reduce motion doesnt remove it. Parallax is always pre-computed, otherwise itd take several seconds to re-enable it. The Parallax effect is disabled, but like I said you can re-enable it instantly. So the pre-comp is done either way".
