Do you have WiFi enabled? I've found mine will only sync when WiFi is enabled.Since updating to 8.3 my iCloud photos library won't upload new photos or download existing photos.
Anyone else experiencing this? Anyone got a fix?

Honestly, I don't know. I did a restore of iOS 8.3 beta 1 and setup using my last iCloud backup from iOS 8.2 beta 5 on two iPhone 5S's and iCloud Photo Library is working great on both.Yes WIFI is enabled. I have now downgraded to 8.2 beta 5. It works here. Is there a way to update again to 8.3 whilst keeping the photos on my phone?
Oh dear God. It is so much worse on A7 iPads, it's not even a competition. In terms of UI performance (not general speed and load times) the iPad 2 and 3 utterly smash my iPad mini 2. It's all because they lack many of the translucency elements of the UI. Yes, the translucency is intensive, but it shouldn't be causing this many issues, it's insane. Why does control center work 100% smooth on the home screen (yes, two layers of translucency with the dock, ohhh nooo!!) and also safari tab view (also two layers of blur) but control center over the keyboard stutters like hell. It's terrible, problem is multiplied by two if it's a split keyboard. Oh, and for the record, if you scroll up and down a page with the regular keyboard up, it's fine. However, do this with a split keyboard and it's a good 20fps. The text input is even wayyy behind when you are typing with the split keyboard. Laggy key press animations as well. This 1 year old iPad performs like a 3 or 4 year old iPad in UI performance, but the 3 and 4 year old iPads run the UI like it's about a 1-2 years old. Not cool.
I really hope some of this stutter is relieved in 8.3. ANY improvement will be much appreciated. Optimizations need to be made. Why is blurring a keyboard any different than blurring an already blurred dock or home screen background in the Safari tab view? Makes no sense to me. Tapping the URL bar causes lag? Just bringing the keyboard up and sliding text over up top? Again, no sense.

I am not sure if this has already been discovered, but I found a new Password Settings screen in 8.3b1 that was not present in previous versions of iOS. This screen allows disabling the password requirement for free apps! Way to go, Apple!

Please correct me if this feature was previously available in another location.

They removed the "full access" for keyboards BTW. Shame I can't use Nintype in Spotlight anymore, but better for everyone in general. Too much confusion, and too much fear over very little.
Where did they talk about uploading whatever you are typing simply in relation to that option?Too much fear over very little? The security risk is not fake, it is real and these keyboard companies already confirms that they are uploading whatever you're typing but "they promise" it is done privately and they do not share it with anybody else. You are putting your trust in these companies and their employees.
If Apple don't explain why they removed full access or what they changed, it will only make the whole situation far worse.
