I have a free iCloud account (5GB), but when I go to settings > general > usage, at the bottom my total storage is displayed as 1.0 GB, even though I have 5. When I go into manage storage it shows up as 5GB there.

This is the best update ever, my other data dropped from 1.6 gb to 260 mb on my r mini and I just hit the update button on itunes.

Spotlight is not working for me at all now in 8.3 (it was slow in all previous versions).

I have it set to only search music, and it won't find any music.

Every iPhone i have tried on any iOS 8 stutters when scrolling through Artists.

In general scrolling stutters on way too many instances, it's my biggest gripe about iOS 8..x.x

I dont get it at all. The processor cant handle scrolling through a text list with tiny thumbnails?

I chalk it up to a new revamp coming to music in June but still its been garbage and glitchy ever since 8.0. I know many hate the music app but at least it worked a lot smoother in iOS 7.1.

^^ Where does it say that a new music app is coming in June?
I am pessimistic about iOS 9. The same music app will be there in it and it will lag even more.

iOS 8.3 (Final) Bug Fixes and Changes

BUG not fixed:
AppStore still shows badge even if app is installed when updating from itunes

My reported usage in iTunes is all screwed up after installing this release so I'm not sure you should trust what it says about other data.

I know about your post and I did verify it and the error is about 200 mb, itunes says I have 200mb more free but that's about it. I really don't care about 200mb error since my other was 1.6

23 Mb/s internet speed and itunes takes 3 days to download an ipsw, thanks Obama.

WiFi calling has finally been enabled for UK EE contract customers (not sure about PAYG).

Don't know if it's just my iPod, but Siri cant hear me anymore

I turned her off and on again, still didn't work.

23mb sounds like a dream... Anything is better then this nightmare.

Swiping Control Center up while in Messages is still a PITA.

Not sure why the OS can't detect that the swipe is coming from OFF THE SCREEN.

The security update listed for 8.3 include (amongst a LOT of other things) an update to the trust store because I guess they updated their list of blocked or good certificate authorities. Anyway, it's the wrong version of the trust store. The article at https://support.apple.com/en-us/HT204132

says version 2015032001 is current version. But my iPhone 6 on ios 8.3, just updated, says, in Settings->General->About version of trust store is 2015032000. Weird. It's low by just "1". And if they haven't updated that page yet, why does the page reference a HIGHER version # than my phone does?
