An affordable entry level iPad was not released this year despite last years still being for sale. That’s a fact. Next year they may still keep that iPad in the lineup and again not release an entry level iPad. That’s a poor response to their most popular market IMO.
Yep Apple always have been slow with their response to the tech market. Remember the iPhone 12/13 mini? Only a handful of people bought the mini series then Apple's response? "Let's turn the iPhone into a giant phone instead of shrinking it to mini size!" The conclusion? iPhone 14 Plus bombed. I'm sure they'll react to the iPad 10 possibly bombing and either raise the size to 11' inches and call it "iPad 11 Plus!" or bring back the old design for iPad 11.

I’ve needed to replace my 6th gen iPad since June, but held out since I knew a new version was due any minute. Hoped for a 128gb version again. Was on the fence about upgrading to 256gb Air 5, or sticking with basic 9 for $200+ less. 64gb just isn’t an option for me.
Finally the iPad 10 arrives, in Easter Egg colors, and a bigger price hike than I expected and no 128. Sigh. While I appreciate the front/back folio offered, again the color options were a turn off.

So back to square one… can I justify going up to Air, or settle for last year’s 9?

I'm in essentially the same place with my 7th gen. I had hoped for a more reasonably priced 10th gen as I was hoping to upgrade after the holidays. Now I'm not sure what I'll do, as my 7th gen is still doing okay for me at this point in time.
