I think the fact that they say that when you travel you can buy a micro-SIM from a local carrier to enable 3G is a fairly clear indication that it will be unlocked.
If the carriers are not subsidizing the price, then it will not be locked.
I just posted the unlock question on Rogers Redboard (Canadian Carrier) for clarification. Two days ago, a Rogers person responded to my initial question and told me that I could use my SIM card from my iPad 1 in the iPad 2.
Will update if/when they reply.
I'm curious about this myself. I have a grandfathered iPad 1 with unlimited data. I'm really interested in seeing what is going to happen with AT&T if I swap out the SIMs, and if AT&T is going to try any way to weasel out of that agreement - like downgrading the plan to the 2GB one saying the unlimited was only for the iPad 1. Or perhaps the SIM won't work at all...
If the iPad 2 is carrier locked in Canada, I wouldn't be surprised if Rogers/Bell/Telus had something to do with the decision, because our carriers are greedy.

I seriously don't get the fascination with 3G iPad, and tying yourself to another data ripoff scheme from US carriers.

Solution:
Buy a 29.00 cheap battery extender for iPhone.
Done.
First of all, not finding something useful for your needs doesn't mean it's a useless item. Having 3G in the device is a convenience. I travel abroad a few times a year and the ability to pop a microSIM into the iPad locally is invaluable. So for me, and others like me, a 3G iPad turns a great device into a really great one. Isn't it wonderful that you can buy one without 3G so you really have nothing to complain about?

What if you travel a lot and your iPhone is locked? With the iPad 1 you could always buy a local micro-SIM for your iPad.
I did not say it was useless. I asked why people chose to buy it; as there is a much cheaper solution in buying the wifi version. This applys both to the upfront cost as well as ongoing data charges.
One can imagine that if you have your iPad with you, your phone is not far away.

Believe it or not there are people that don't want to tether. Plus, I find the convenience of 3G contained within the device to be an additional benefit. And I also don't find tethering to be "much cheaper" when you consider the convenience. I happily pay $30 a month for unlimited data on my iPad (or $10 more than tethering would cost).
