iPad iPad hotspot pop up

Hi
New iPadOS 13 have that annoying hotspot pop up box every time want watch BBC iPlayer downloads programmes. How I switch that pop up off completely?

Did Apple disable this by default when the new update came around?

Mine shows ‘ask’. I haven’t set it myself, so presumably that is the default.

Hopefully it stay off next time update iOS. Normally it do. It usually big update new features like iOS 12 iOS 13 etc could change settings.
