If you are really wanting to buy a Mini, maybe stand by for March. There's some history that iPad updates can hit in March.

But #2 seems increasingly likely. If there was a Mini coming in March, we'd probably have at least SOME rumor about it at almost the beginning of FEB.

I'd like to buy a brand new one too!

If you still want the form factor anyway, plenty of refurb 4s in the Apple refurb store.

Depends on what they do with it. If its not a new design, and given that all new features are most likely to go into a Pro iPad, it might go unnoticed. I suppose at this point people want pencil support which probably wouldn't go unnoticed, but the current design is pretty much as good as it can get until they decide to shove face ID in one (which won't happen till after pros get it).

Isn't there suppose to be a new 2018 ipad coming at some point as well, aside from price points we haven't heard anything about it. I hardly see the point in launching that outside of spring, summer/autumn will be when they want to launch the ipad pros and the new phones/watches.

Also with all the SE 2 rumors, I can't think of a better time to launch a mini ipad (right alongside a mini iphone).
 
The current Mini (Mini 4) was released in 2015 with mostly 2014 parts so from that perspective it doesn't seem like a good investment to buy a new one now. That said it's looking like the Mini 4 may be the last iPad Mini so if you really like the form factor and won't be happy with a larger iPad it may be your last chance to get what you want. Maybe pick up a refurbished one from the Apple Store and save a few bucks.
